City ManagerThe City Manager's Office is the administrative center of the City of Raleigh's organization. In addition to the coordination and oversight of activities of all City Departments, the City Manager's office also provides direct staff assistance to the City Council and Council committees, leads the financial and budget management process for the City and directs the City's efforts to plan for the future. The City Manager's office is responsible for the activites of the Arts Office, the Community Relations Administrator, the Emergency Management Office and the Development Services Division. Also, much of the Coty's interaction with Federal and State agencies and other outside organizations in coordinated through the City Manager's office.J. Russell Allen is the Raleigh City Manager. He was hired by the City Council as City Manager in 2001. Before coming to Raleigh, Mr. Allen was the City Manager of the City of Rock Hill, SC.
